School Gate blog: the thorny issue of expulsion
Thousands of children are being suspended for sexually bullying other pupils or teachers.
Government figures show that 3,500 children were given fixed-term exclusions from school for sexual misconduct in the 2006-2007 academic year for incidents including groping, using sexually insulting nicknames, daubing obscene graffiti and serious sexual attacks. The figure included 260 primary school pupils.
Michele Elliott, of the children’s charity Kidscape, said that the number of calls to its helpline about sexual bullying had increased sharply. “We are getting three calls a week reporting children as young as 7 being bullied by sexual comments or inappropriate touching, an increase from three per year previously,” she said.
“Television programmes, advertising and media now often have sex scenes and comments that are violent or nasty – children learn from what they see and hear so it is not surprising that some think using sex to bully is the norm.
“Of the 1,000 children who have attended our free antibullying workshops, more than a quarter have reported some form of sexual bullying, in addition to other kinds of bullying.”
Official figures show that there were 207,240 fixed-period exclusions in 2006-2007. These included 79,180 suspensions for assault against a pupil, 18,590 suspensions for assault against an adult, 16,090 suspensions for threatening behaviour against a pupil, 89,880 suspensions for threatening behaviour against an adult and 3,500 suspensions for sexual misconduct.
Teaching unions said that they had been campaigning to raise awareness of the issue. Chris Keates, of the National Association of Schoolmasters and Union of Women Teachers, said: “We conducted research into this issue in 2008. Responses from over 5,000 teachers demonstrated that women teachers are over three times as likely as male teachers to suffer from sexist abuse at work.
“In recent years the NASUWT has dealt regularly with cases where women teachers have had pupils using mobile phones to photograph their cleavage, making sexual remarks to them, posting comments of a sexually explicit nature on the internet and on rare occasions threatening them with sexual assault.
“There is evidence that female pupils face the same appalling behaviour.”

Are there any racial profiles for these crimes?
Tommy, Dublin, Ireland
Interesting. It almost seems as though female teachers who molest their students receive less punishment than their young charges for "harassment", whatever that is.

Years ago one would have concluded that knowledge of sexual behaviours was indicative of sex abuse since as a child you could only describe what you experience. Nowadays that no longer holds true - largely because the media (tv) uses sexual behaviour gratutiously - even in family progs
michael, cardiff, wales
Men have been committing sexual attacks since the beginning of time. Mostly, it is against women, but in some circum-stances, like in prison, the victims are other men.

get a grip guys ! i live in barcelona and there is no watershed ! and some programs shown during the day should be shown at night ! but i am from scotland and now live in spain ! and the kids are far more respectfull here than in the uk ! so i dont think you can blame it on tv etc , its the parents
thomas, barcelona, spain
It doesn't surprise me that there is an increase of sexual bullying. With all that porn so easily available on the internet and in the local shop. Boys must grow up thinking it is normal to abuse good looking females.
claire, Bucks,
'Right on' PC liberal agendas that do not acknowledge the advancement and impact of new technologies of mass consumption, have blinkered those who's misguided high moral ground left the rest of us, who are still in the 'real world', years ago. Society will stay damaged until 'PC' is abandoned.
Andy, Liverpool, UK
Do away with the 'right' to an 'education' and make students act appropriately to earn their right to an education. Those who bully or abuse are simply removed and must face the legal system, as they should be held responsible for their actions outside the fantasy world of school.

There are 2 things wrong ,and the acronym for both is "PC" (i.e. political correctness and personal computer (i.e. internet access). That's it plus perhaps some media on tv.
andreas, london, UK
Alison I couldn't agree more! Surely the age at which a person is able to know right and wrong and the age they are able to meaningfully know whether they want to have sex must be about the same age? 10 is too young an age for criminal capacity, and 16 too old for sexual consent. 13/14 for both?
Paul, Hertford,
Kash, it is not SRE that is the problem, it is parents letting their kids watch sex on TV and DVD and the internet at such a young age.
It is violent sex they are watching. That is what they are copying. Some more research needs to be done on this. This really starts with home education.
Talese Amer, London,
Isn't it about time that teachers were allowed to discipline children in their classroom again? I'm not talking corporal punishment, but since the onset of PC, children have more 'rights' than adults & are therefore growing up with no respect for authority figures...
Rich, Marlow, UK
The NSPCC comments are interesting. To this group, children are incapable of harmful actions without having been "abused" in some way by someone over 16. As soon as a child reaches 16, it is seen as inherently dangerous. The age of consent and the age of criminal responsibility must equalised.
Alison Newton, Derby,
Is it not surprising when we are teaching kids as young a 5 SRE (Sex Relation Education) that this sort of behaviour will arise and increase in the future.
Kash, London, England
We could have a lot more rape and sexual assault in 10 or 20 years when these kids have "honed their skills".
